WoL public address only works when windows Remote Desktop turned on

I followed all instructions for setting up the WoL from a public address in the TeamViewer manual, have all settings applied, but it was not working.

In my troubleshooting, I found that if I port forward to port 3389 in my router and changed the port setting in teamviewer WoL setting to 3389, the WoL would work when I enabled remote desktop through windows only, not when it is disabled.

Does anyone know why this might be and how I could resolve it?

I want to be able to WoL from a public address without having to have remote desktop windows 10 pro setting turned on.

It now seems to be working, just inconsistently, without the remote desktop setting and using another port.
