Connection Blocked After Timeout Even Though I have Subscription

I bought the TeamViewer license that allows 3 devices. I linked my computer to the TeamViewer account. I have someone that I coordinate with frequently connect to my computer, but whenever he tries connecting to my computer there is a "Connection Blocked After Timeout"

Do I have to add his computer to the license? I thought only one device need a license.
