Does disabling the random password mean anyone on the internet can access my computer?
If I disable the random password in order to connect to a computer, will anyone on the internet have access to my computer with just the device ID or will they need to be logged into my team viewer account to access the device?

TeamViewer always puts security as one of the priorities and we would like to ensure all TeamViewer users are having safer and trust remote connections at any time.
Suppose you would like to Disable the Random password on TeamViewer. In that case, it actually helps to build a stronger security layer by screening the incoming connections and narrowing down the availability of random casual connections.

📌Note: If the random password option is disabled and no personal password nor easy access is defined, you will not be able to connect with TeamViewer.

Thank you for the fast response with a detailed explanation.
In this case, it is a No for no connection possible if other users only have the TeamViewer ID as the security authentication can not be taken place. On the other side that we also highly recommend you keep your TeamViewer account safe all the time for secure connections.
