Why does a post state "answered" when it only contains comments — i.e., more questions — as opposed to actual answers, and the issue remains unresolved?

Thanks for your post! Great question.
This tag simply means that the thread has received a reply. It does not indicate that a solution has been provided.
When a question has a provided solution, you will see a checkmark also added to the Answered tag
The user that asks the question can select a response as an 'Accepted Answer' indicating a solution has been provided by selecting YES to the question that appears under each reply:
