Applying for a free plan in Ukraine

Hi, I need some help regarding the following. We are a group of people from Ukraine to get the service for free as it states on your website.

I cannot find this option anywhere, as well as I am never able to reach anyone on the phone upon calling your support line. Please guide me through the process, or we can arrange a call to discuss the option.

Having an account already, how can we apply for a free license?
