"Manage additional passwords" passwords not working

Hi

I've previously supplied 3rd parties with access details using passwords created under "Manage additional passwords" however this is not working currently for any new hosts I setup.  

I've searched and cannot find any information about this, is anyone else having this problem or knows why this is not working?

To be a little bit more specific, I can create a additional password fine but they fail to authenticate when trying to remote in.
