Un able to apply new policy. I need to know how to for the applying without having to drive to all locations. I get a message that reads "A problem occured. Policy could not be applied by the device."

If the problem occurs only on a few devices, I recommend you to unassign and to reassign the devices to your account, and try to apply the policy again.
Also, check if you didn't exceed the assignment capacity of your license.
