Teamviewer not started when Windows server not logged in

I am using Teamviewer 14 on Windows server 2012.

I have made teamviewer running as a service,  and enable "Start Teamviewer with windows". Unless someone log in to the Windows, teamviewer is not running and not allowing partner to connect. The same setting was working in the old version Teamviewer 12.
