Accesing device if TeamViewer is turned off

Hello, is it possible to acces another device from TeamViewer, having it’s login and password but TeamViewer application is turned off and it’s not running in the background on the computer that I want to access? Or do i need to run the application in order to connect from other device?

You can connect, but not with TV, if it's not running.
