License for operators

We changed our corporate license plan to a subscription and now started to upgrade the clients from our support team members from v 12 to v14. But when they enter the license key for avtivating the TeamViewer host it doesn't work. Only after adding them to the management console it works. Do we really have to set up an account for each IT colleague in our company or is there another easier way?
