Scrolling and on-screen keyboard not working

Hello all,

I am currently using an iphone x running ios 12.3. When I click into a textbox, the on-screen keyboard does not come up. I also can not get the gesture control for scrolling to work. I am trying to access a personal computer. Can anyone please provide me some guidance on these issues?
