I understand that Apple prevents iPhone to iPhone screen control however can I use an iPhone to control the d teeming an android phone?

As long as your Android device’s manufacturer is compatible with TeamViewer Remote Control, unattended access may be possible. Before getting started, please refer to the following article to check if your device is supported

One more thing to keep in mind—if your Android device is running Samsung Knox, its security features might block unattended remote-control sessions. To work around this, you'll need to set things up using Mobile Device Management (MDM).
